There will be some stipulations for creating the character on a new start server. At least for 30 days following the initial launch, new players won't be able to benefit from an upgrade for their character that is paid or fresh start servers won't be able receive transfers from other servers for the same length of time. Players interested in playing in the game of Death Knight in Wrath of the Lich King Classic will have to reach level 55 on a character that is on new start servers before creating an actual Death Knight character on that server. This isn't a requirement on other, existing Wrath of the Lich King servers, where players can make one Death Knight on any server without requiring a level55 character.
According to Blizzard they say that this Wrath of the Lich King pre-patch is expected to last between two up to six weeks. This means that new players on fresh servers won't have an excessive amount of time to hit max levels before they're able to move to the next continent, Northrend buy WOTLK Classic Gold .
